In 2018 the European Union (EU) adopted a resolution creating the EU Youth Strategy 2019 – 2027. In summary, the main objectives of it are the active participation of the youth to the democratic life of their country, and to support the cooperation between state authorities and the Civic Society in order to achieve equal participation of the youth in the society. By adopting this policy, the EU has created the tools and the institutional framework for the development and implementation of youth policies through its own institutions but also through the member – states’. In this research are studied the institutional and regulatory framework of youth policies in Greece and Romania, presenting the goals they set, as well as the principles that govern them. Furthermore, are presented the responsibilities and duties of the public administration bodies responsible for the conception and implementation of policies. In addition, at the beginning of the analysis is mentioned the legal framework practices that exist in the two countries regarding youth. The research concludes, in summary, that the two policies under examination follow a different logic in terms of their themes, while it is necessary to have coordination of institutions, continuity of policies by public administration without sharp changes and finally continuous evaluation of results.
