LGBTQ+ issues in education have been on the agenda of international organisations for years. In particular, the EU, the Council of Europe, and UNESCO, frequently publish materials that support the LGBTQ+ community and the rights of LGBTQ+ youth in education. However, despite the efforts of international organisations, not all countries in the EU have made the same progress in their legislative frameworks. Looking at both public and civil society initiatives, it can be observed that the increased use of tools provided by International Organisations increases the chances of achieving the respective targets for LGBTQ+ inclusion in education. However, the overall situation in the EU on this issue is still in its infancy, with relatively high rates of non-inclusion in the education sector, according to surveys carried out by the FRA.
